2018 i5 quad core MacBook Pro 13” throttling? I’ve seen threads about i9 15” 2018 MacBook Pro throttling but not much on the base 2018 13”. So could anyone that has any information on the 13 inch models throttling please let us know? I've seen a couple videos of other running Fortnite on there Macbook Pro's 2017 & 2018 with 40-60fps. However when I tried, it gets between 15-20fps on extreme low settings. What puzzles me in how the 2017 model with the Iris Plus 640 Graphics does so much better than my Iris Plus 655.

Wow! That's quite a list. I'll try #4 and #5:
#4) Reports of slower wake-from-sleep times are showing up here with OS 10.13.X 'High Sierra.' With my older MBP (2012) it is only 2-3 seconds but some people are reporting much longer. However, too many people install useless 'fearware' like anti-virus and so-called 'cleaning' apps that conflict with normal system functions. In the absence of any fearware, you can do an SMC reset to see if that helps the wake-up time:

#5) Normal. The battery must keep a little power going to RAM to preserve current contents, and other systems like the storage media need to be in standby mode for the next wake-up call. That needs a little power, just not a lot.

Technically, it is not a problem. I've run Mac notebooks for a decade and they have all done that. My son, a computer engineer with a major components manufacturer, has a Lenovo laptop that does the same thing and he sees nothing wrong with that predictable behavior.
